While winter will be a harder sell its not
an impossible sell. With infrastructure and support to provide hot
meals and warm, relaxing accommodations, cross country skiing, winter
wildlife viewing, and other activities have and could be developed.
Knowing that peak and shoulder seasons will always be strongest, one
successful approach to winter eco tourism is to create a recurring
activity or event that can first be promoted among travelers who have
had good experiences during peak season and who might be more inclined
to return for a special winter offering. Once the event gains success
and recognition, it is easier to encourage new eco travelers to join
in.

"The first thing people think when you say North Dakota is cold. We're doing a great job of marketing ourself as cold. We're not doing a great job marketing ourself as beautiful."
